The Penal Code was sesigned to define the minimum treatment standards
for the incarcerated prisoner. It descrives one-person cells equipped with
bookshelves, writing tables, hoods fro clothing, and mirrors. It descrives
jail houses as well-lit, fireproof structures build lard enough to prevent
overcrowding. The inmate housed there is to ve rehabilitated by trade classes
